Unitary council drop in – 4 July

There are proposals to form new two new unitary councils from the current district councils in the county.

For us, there would be Ridgeway Council formed from South Oxfordshire, Vale of White Horse and West Berkshire councils.

For areas further ‘north’, Oxford & Shires Council would be formed by the amalgamation of Cherwell, West Berkshire and Oxford City councils.

To help explain the proposals, there will be a ‘drop-in’ session at Thame Town Hall on Friday 4 July between 10.30am to 1.30pm.

ARCC this weekend

This weekend, as well as the usual Friday night junior training with bar and barbeque, we have cricket on Saturday and Sunday.
On Saturday we have the second and third teams at home to East Oxford and Oxford and Bletchingdon respectively. The first team are away at old rivals Henley and the fourth team are away to Long Marston.
On Sunday we have an unusual treat as India and Wales over 50’s teams play a world cup warm up game.

Public meeting over major planning application

The parish council is holding a public meeting on Wednesday 25th June at 1930hrs in Aston Rowant Church.

The meeting relates to a planning application “for the demolition of existing equestrian buildings and the erection of seven detached and semi-detached dwellings with access, parking and garaging and amenity space on Woodway Farm at the junction of the B4009 and Aston Rowant Road.”

The application reference is P25/S1671/O and it can be viewed here.

The parish council has voted to object but needs the help of residents in lodging objections by 5 July 2025.

ARCC this weekend

Firstly thank you to everyone who helped or attended Rowachella last weekend…
…back to cricket this weekend on what should be wonderful weather to enjoy the sunshine, a social beer and hopefully some good cricket, after junior training on Friday night.
The first and third teams are at home to Banbury and Bletchley Town respectively. Whist the second and fourth teams are away to Didcot and Westcott in their respective leagues.

ARCC this week

This weekend will be dominated by the Rowachella festival, but we do also have a full cricket programme on Saturday. The first team are away at Wargrave and the third team are away to Bledlow Ridge in what will be a top of the table game.
The second team are at home to Cropredy starting at 12.30, and the fourth team home to Oxenfield on the bottom field.
Friday night training will proceed as normal.
Finers crossed for good weather.

Part-Night Lighting Public Consultation

Oxfordshire County Council has opened a public consultation on a proposed Part-Night Lighting Implementation Framework. The consultation is at Part-night lighting and street lighting policy | Let’s Talk Oxfordshire and runs until midnight on Sunday 6th July.

This framework is about how part-night lighting could be implemented in Oxfordshire. It is not about whether part-night lighting is right for specific areas. In September 2025, the council’s cabinet will decide whether or not to move forward with part-night lighting. If the decision is to proceed, it will propose that towns, parishes or Oxford city wards can apply for part-night lighting schemes in their areas and that a public consultation is carried out for each scheme.

While this doesn’t apply greatly to our parish, residents may have a view regardless.

Riders in the parish – 5 July

Glorious Gravel is running a “cycling challenge” from Kingston Blount Estate  on Saturday 5th July 2025.

The route is 65 mile loop starting and finishing at the Kingston Blount Estate using a mix of public roads, byways and bridleways in the local area. There will be no road closures or restrictions to other users on the roads or trails during the event.

A route map is below.

The organisers have “assured” the council that events are not races and there is no mass start. Riders will receive a full brief before the event which includes, amongst other things, that is expected them to respect the rules of the road and obey the highway code/countryside code.

By definition of the route being on public lands there is, of course, nothing to stop residents following the same route… whenever they choose.

Changes to local government

Five councils launch two-unitary proposal for Oxfordshire and West Berkshire and seek residents’ views on how local government could be improved

Change is coming to local government across England, and five councils are working together to propose two strong and locally accountable unitary authorities for Oxfordshire and West Berkshire.

The government will replace the current two-tier system of local government, which consists of district and county councils, with new unitary authorities. It also wants smaller existing unitary councils, like West Berkshire, to reorganise so they cover areas of around 500,000 people.

The government wishes for councils to work together on plans for how these new unitary councils will work. As a result, the majority of the Oxfordshire authorities have teamed up with West Berkshire to work together positively and constructively on a proposal that meets the government’s criteria and also provides an option for a better future for both Oxfordshire and West Berkshire. This proposal would deliver better services while retaining a close link to local communities.

The proposal – which is one of three being put forward for the area – is for two new unitary councils with the working titles of Oxford and Shires Council and Ridgeway Council. It aims to create strong, financially stable councils that provide high-quality, cost-effective, and locally driven services.

  • Oxford and Shires Council would comprise all of the existing district areas of Cherwell, Oxford City and West Oxfordshire.
  • Ridgeway Council would be made up of the whole of West Berkshire Council’s area and all of the existing district areas of South Oxfordshire and the Vale of White Horse.

While the councils would be new, there would be strong continuity of services for residents, with the existing social care provision at West Berkshire Council and Oxfordshire County Council continuing as part of the new councils. This would ensure that those in need continue to receive their support without costly disaggregation of their services, which the government wants to avoid.

Having two councils in Oxfordshire would mean the councils are large enough to meet the government’s size criteria and be financially viable, but small enough to be tailored to the needs of the individual areas they cover.

The proposal will also focus on how the new councils can bring real economic benefits to the communities they serve, strengthening existing business partnerships and forging new ones in both urban and rural settings. The two-council model will also provide a suitable platform to address local priorities such as building the right homes in the right places, protecting the environment, improving roads and other infrastructure, and tackling issues like flooding and sewage pollution.

The new unitary councils will be forward-looking, innovative and modern. They will have historical community connections at their heart and build on a strong sense of local identity that runs throughout the area.

The councils will launch a comprehensive public engagement exercise from 4 June to 15 July to gather views that will help ensure the final proposals reflect the needs and aspirations of residents.

ARCC this weekend

This weekend, as well as the usual Friday night training, bar and barbecue, we have league cricket on Saturday and cup cricket on Sunday. Unfortunately, both cup games on Sunday are away – in the village knockout we are away to old rivals Horspath in the Oxfordshire regional final, and the fourth team are away to Didcot in the next round of their cup.
At home, on Saturday we have the first team hosting Harefield and looking to get their campaign up and running after a defeat at Finchhampton. And the third team, who are currently top of their league, are at home to Tetsworth second team.
Rowachella is only one week away, details and tickets are still to be found at the dedicated web site – rowachella.co.uk.
